Getting to be ‘In Good Standing’ for the Congress

THIS IS A CRITICAL AND EXTREMELY IMPORTANT MESSAGE TO ALL MEMBERS.

As PLFA prepares to hold its Ordinary Congress on the 25th of January 2020, it becomes important that the prescripts that govern compliance in convening such a Congress be complied with to secure the success of the Congress itself. One such compliance element is the ‘Good Standing’ its the PLFA Members.

The affiliation process plays a major role in the determination of where Members are in Good Standing or NOT. paragraph 4.2.1 of the Administration and Communications Policy says:

Affiliation Forms together with the supporting documents must be returned in physical format to the Office of the Association during Office Hours, or emailed to the association’s designated email address prior to the affiliation deadline.

Paragraph 4.2.2. of the Administration and Communications Policy says that as part of affiliating, Members must complete the Affiliation Forms (FORM A1) together with the following:

  1. FORM B1 – Management of the Club;
  2. FORM C1 – Delegates of the Club to the association’s Congresses;
  3. FORM C2 – Leagues and Competitions Delegate;
  4. FORM C3 – Referees Forum Delegates (Minimum 3 Forms);
  5. FORM C4 – Technical and Development Forum Delegates;
  6. FORM C5 – Football Stakeholder Forum Delegates;
  7. a copy of a Constitution (and Policies if Applicable);
  8. a copy of the minutes of its last congress or constitutional meeting;
  9. an original Bank Deposit Slip showing payment of the full affiliation fee; and
  10. A Bank Stamped Proof of Bank Account

Paragraph 4.2.6. of the same policy says:

For existing affiliates, in accordance with Article 53.1 of the Constitution of the Association, all requirements specified in paragraphs 4.2.1 and 4.2.2 here-above shall constitute a ‘Good Standing’ Status, and shall complete the affiliation process for the existing affiliate.

  1. FORM A1 – Affiliation Form;
  2. FORM B1 – Management of the Club;
  3. FORM C1 – Delegates of the Club to the association’s Congresses;
  4. a copy of a Constitution (and Policies if Applicable);
  5. a copy of the minutes of its last congress or constitutional meeting;
  6. an original Bank Deposit Slip showing payment of the full affiliation fee (or use this naming convention in the reference of the payment: AFF – Name of the Club); and
  7. A Bank Stamped Proof of Bank Account (if not provided already in prior years)

Where Members do not have all these documents, PLFA Executive Committee urges the following:

  1. Members to hold urgent Club Meetings prior to the Congress;
  2. Adopt their Constitutions, make reference to such adoption of the Constitution in the minutes, and sign the Constitutions after adoption;
  3. If the Club does not have an official bank account, agree during the said meeting which, or whose bank account will be used in the meantime, and make reference of that resolution in the minutes of such a meeting;
  4. For whatever bank account will be used by the Club, obtain a bank stamped proof of account; and
  5. Submit all these to the association before the Congress.

Please note that for Members who have adopted their constitutions prior 2019, and have submitted such Constitutions to the association, need not re-adopt their Constitution, and need not re-submit their Constitution.

Members who have adopted their Constitutions in 2019 or 2020, or Members who have amended their Constitutions in 2019 or 2020 must submit these with the minutes of the meeting where those were adopted or amended.

Although the association has been paying Members electronically, the association not have bank stamped Proof of Bank Accounts. Therefore these are requested from all the Members of the association, included those who have been paid by the association is in the past years. Filing to comply with this request will affect the standing status of the Member.
