PLFA understands that there needs to be a clear separation of the thinking that plans ahead, that segment the operations, that provides overall direction, from the thinking that puts in place plans to implement, that direct directs the implementation, and monitors the implementation, from the thinking that operates the functions and activities of the organisation.
As such, the association has deliberately put the type and level of thinking into specific operational layers and structures.
On the diagram here-below is a schematic representation of such layers, structures and allocation of functions.

There is a clear separation of duties between the structural layers to allow for the proper and more qualitative execution of such duties.
In this context, the Congress knows and understands that it is the high decision making body of the association. It makes decision of a high level nature which are fitting to be labelled as the mandate that it gives to the Executive Committee to implement. The Congress then concerns itself with the monitoring of the implementation of the given mandate, review the mandate itself, and fine-tune the mandate.
In addition to the provision of the mandate, the Congress also ensures that the Executive Committee, in executive its duties, does so within the adopted prescripts, strategic plans and governance framework.
This role of the Congress is thus labelled as a Governance Role and it exists at the Strategic Level.
The Executive Committee is the highest decision maker in-between Ordinary Congresses. Its primary role is t implement its Mandate given to it by the Ordinary Congress whilst managing the operations of the association in accordance with the adopted prescripts, strategic plans and governance frameworks. It applies the necessary methodologies and tools to ensure that its work is measurable, transparent, controlled.
The Executive Committee takes overall accountability of the outputs and outcomes of the operations of the association.
In executing its functions, the Executive Committee must establish standing committees and Judicial Bodies that will apply the necessary focus on specific functions. It is also entitled to appoint ad hoc committees that will execute specific work to deliver specific outputs for a specified period of time.
This role of the Executive Committee is thus labelled as a Management Role and it exists at the Tactical Level.
The Standing Committees must be established as prescribed by the Constitution. These receive operational delegation from the Executive Committee to execute specific initiatives and operate specific functions that are linked to the overall strategy of the association. The Standing Committees includes:
The Terms of Reference of the Standing Committees are defined in the Constitution of the association.
This role of the Standing Committees is thus labelled as a Operations Role and it exists at the Operational Level.
The Executive Committee will establish Disciplinary Committees per case. The people to make up the Disciplinary Committees will be selected from the Disciplinary Panels. In order to achieve this, the Executive Committee will set up the panels:
All the above officials will not participate in any structure of the association. The Secretariat will support the committee from outside its operations, and will not influence its material functioning at all.
All the appeal and arbitration requests will be escalated to SAFA Tshwane, and will be handled in accordance with the SAFA Unified Competition Rules and the SAFA Disciplinary Code.

The Executive Committee consist of 11 members, of which 7 of those members make up the Emergency Committee. All Members of the Executive Committee are elected members. Each members is thus a manager of a specific function, or a collection of functions.
